Richard is Co-Chair of Stevens & Lee's Health Care Department and concentrates his practice in health law, with emphasis on federal and state regulatory compliance, corporate governance and third party reimbursement, including Medicare, Medicaid and non-governmental commercial payers. He also represents health care providers in litigation matters in federal and state courts and before the Provider Reimbursement Review Board, Federal Administrative Law Judges and state administrative agencies.

Prior to re-entering private practice, Richard was Vice President, Managed Care Contracting and Associate General Counsel at Lancaster General, a nonprofit, multi-hospital health system in Lancaster, Pennsylvania. In this position he was responsible for corporate compliance, preparing, negotiating and executing employment and service agreements and managing corporate transactional documents and organizational affairs.
