Oscar Rafael Aguilar Valdez

Oscar Aguilar Valdez is a partner at Beccar Varela. He co-heads the firm’s Public Law Department.

His practice areas include public procurement, infrastructure concessions and public private partnerships, public works, economic regulation of utilities and public interest activities, public finance, land and zoning, project financing and governmental liability.

He has represented local and foreign clients in complex public law litigation cases before federal and provincial judiciaries, including the Federal Supreme Court of Justice, and has acted as local counsel in international arbitration proceedings under the rules of ICC and ICSID. Likewise, he has acted as expert witness in international arbitration cases in matters related to public law. He has also participated in transactions related to the energy, water and sewerage, communications, ports, transport and public finance sectors and has assisted public sector authorities on matters related to his areas of expertise.

Oscar obtained his Law degree from Universidad Católica Argentina (1993) and his Master of Laws (LL.M.) in Administrative Law from Universidad Austral, Argentina (Magna Cum Laude, 1993).

He is professor of Administrative Law at several Argentine and Latin American universities. He has participated as speaker in several congresses on matters related to public law and is author of more than forty publications in the public law field.

He is a member of the Buenos Aires Bar Association, Colegio de Abogados de la Ciudad de Buenos Aires (former Chairman of its Administrative Law Committee), International Bar Association (IBA), Instituto de Derecho Administrativo de la Academia Nacional de Derecho (Administrative Law Institute of the National Academy of Law), Asociación Iberoamericana de Estudios de Regulación, Asociación Argentina de Derecho Administrativo (Argentine Association of Administrative Law) and Sociedad Argentina de Derecho de la Construcción (Argentine Society of Construction Law), Asociación Argentina de Derecho Comparado, Observatorio de la Contratación Pública de la República Argentina and Centro Iberoamericano de Estudios de Derecho Público y Tecnología.
