Oscar obtained his Law degree from Universidad Católica Argentina (1993) and his Master of Laws (LL.M.) in Administrative Law from Universidad Austral, Argentina (Magna Cum Laude, 1993).
He is a professor of Administrative Law at several Argentine and Latin American universities. He has participated as a speaker in several congresses on matters related to public law and is author of more than forty publications in the public law field.
