Lyle Larson represents a broad spectrum of clients involved in all aspects of the electric power sector, including matters ranging from FERC (Federal Energy Regulatory Commission) litigation and compliance matters, utility asset transactions, complex interconnection arrangements (including co-location and surplus), IBR reliability requirements, large load integration, smart grid and distributed resources, mergers and acquisitions, Section 203 applications, market-based rates, open-access transmission tariff formulary rates, RTO capacity, energy and ancillary services market design matters before FERC.
Among other things, Lyle serves as FERC and Regional Transmission Organization (RTO) counsel to dozens of separate market-based rate sellers that own or control over 85,000 MW of generation (coal, gas, nuclear, solar, wind, storage, hybrid and DER (including aggregations), in 28 states, in each interconnection and every RTO region). He serves as FERC counsel to a large coalition of transmission owners in one of the major Northeastern RTOs, one of the nation’s largest vertically integrated public utility systems, located in the Southeast and a variety of large public power entities—both Federal and State chartered.
