He holds a law degree from Universidad Iberoamericana, a Master of Laws (LL.M.) from Georgetown University, and completed advanced studies in History at the Universidad Nacional Autónoma de México (UNAM).

His practice focuses on data protection, privacy, and information governance, with extensive experience advising and representing both public institutions and private-sector clients on complex regulatory, constitutional, and administrative matters. he has developed a distinguished practice in constitutional and administrative law, parliamentary affairs, strategic litigation, and dispute resolution, both in judicial proceedings and ADR.

From 2021 to 2024, he served as General Counsel of the National Institute for Transparency, Access to Information, and Personal Data Protection (INAI). In this capacity, he led the Institute's legal strategy in matters involving privacy, data protection, constitutional litigation, regulatory enforcement, and governance.

He is the author of several books, including La Constitución Política de la Ciudad de México, Federalismo e Instituciones, and La Conspiración de los Recuerdos. He also co-authored La Reforma Constitucional en Materia de Telecomunicaciones and El Control Constitucional de la Seguridad Nacional (with José Ramón Cosío Díaz). His academic work includes El Estado Regulador en México, published by the Belisario Domínguez Institute of the Senate of the Republic, among other scholarly publications.
