Gabriel Ibarra is the founding and managing partner of Ibarra Abogados, where he provides counsel in competition law, international trade, and customs matters. Lawyer from Pontificia Universidad Javeriana and LLM in International Business Legal Studies from Exeter University, he possesses more than 30 years of experience advising private and public entities. Moreover, he has advised organizations such as the Inter-American Development Bank – IDB, the Cartagena Agreement Board and State entities such as the Ministry of Agriculture and Universidad Nacional de Colombia.
Mr. Ibarra was the president of the Competition Law Colombian Association (ACDC, for its acronym in Spanish). Also, he is an eligible panelist for the Dispute Settlement Body of the World Trade Organization, an Arbitrator of the Arbitration and Conciliation Center of the Chamber of Commerce of Bogotá and serves as a permanent columnist for the newspaper La República.
From 2003 to 2013 he held the position of Associate Professor of International Economic Law at Pontificia Universidad Javeriana (Bogotá). Likewise, he was Professor of Competition and Business Law in the Competition and Free Trade graduate course of the same University. Also, he was the president of the Antitrust table of the VI Business Forum of the Americas in the FTAA negotiations, and served as Non-Governmental Advisor of Colombia before the International Competition Network – ICN between 2013 and 2016.
Concerning competition matters, he specializes in antitrust investigations, merger control, and unfair competition litigation. Moreover, he counsels and represents the interests of relevant companies within the sectors of sugar, cement, banks and financial services, energy, airport services, food and drink producers, forestry and paper, insurance, biofuel, among others.
