Freddie is an experienced and knowledgeable advocate who specialises in planning and environmental law.
Freddie acts for developers, local planning authorities and interested parties at all stages of the Inquiry process. He is highly adept at advising on appeal strategy, the preparation of evidence and technical legal issues. He is a skilful and expert Inquiry advocate.
He has recently acted in numerous large scale housing schemes for both developers and local authorities on sites across the country. Of particular note have been a series of high profile Inquiries concerning the redevelopment of North Tottenham where Freddie acted on behalf of Tottenham Hotspurs Football Club, led by Christopher Katkowski KC.
When developers and local planning authorities are aggrieved by decisions, Freddie is regularly instructed to advise on and act in legal challenges in the higher courts.
In addition to his development work Freddie is an expert in enforcement matters. His wider knowledge of Local Government Law means he is regularly instructed to devise and implement enforcement strategies for problematic sites. He has recently appeared in the Court of Appeal on appeals against enforcement decisions; Devine v Secretary of State for Levelling Up, Housing and Communities [2023] EWCA Civ 601 and Manchester City Council v Secretary of State for Housing, Communities and Local Government [2021] EWCA Civ 1920.
The crossover between Freddieās planning and environmental work is extensive. He regularly appears in appeals where renewable energy, ecological impacts and biodiversity are central issues.
