David N Fagan

David Fagan co-chairs the firm’s top ranked practice on cross-border investment and national security matters, including reviews conducted by the Committee on Foreign Investment in the United States (CFIUS), foreign ownership, control or influence reviews (FOCI) under U.S. national industrial security regulations, and national security, public safety and law enforcement reviews conducted by the "Team Telecom" agencies. Mr. Fagan is widely recognized for his leading role in securing U.S. government approval for among the most complex, bet-the-company M&A matters across a range of industries. Mr. Fagan also has testified before a Congressional commission regarding US national security, trade and investment matters with China.

Mr. Fagan also co-chairs the firm's Data Privacy and Cybersecurity practice, in which he focuses on preparing for and responding to data security breaches and cyber-based attacks on enterprise networks and systems.
