Practice Areas

Advises clients on the development, regulation, and operation of natural gas pipeline systems, including projects subject to the Natural Gas Act and the Natural Gas Policy Act of 1978 (NGPA). Represents interstate natural gas pipeline companies before the Federal Energy Regulatory Commission (FERC) in certificate proceedings, rate cases, tariff and compliance matters, enforcement investigations, and policy and rulemaking proceedings. Counsels intrastate pipeline operators providing interstate transportation services under Section 311 of the NGPA.

Supports clients throughout the lifecycle of major infrastructure projects, including permitting, commercial negotiations, stakeholder engagement, and litigation. Defends projects against challenges brought by landowners, state agencies, competitors, and environmental groups.

Structures and negotiates precedent agreements, capacity leases, and other commercial arrangements. Advises on jurisdictional issues, open seasons, and compliance with FERC’s affiliate Standards of Conduct. Handles both greenfield projects and expansions of existing systems across the United States.
