Christian specialises in Insurance & Financial Services regulation. As part of his practice, he acts for both Gibraltar based and international firms, including open market insurers, captives, insurtechs, insurance managers and intermediaries on licensing, regulatory and corporate matters.
Christian also regularly advises on Mergers & Acquisitions involving Gibraltar insurance firms, including on cross-jurisdictional transactions. His expertise in this regard includes assistance with legal due diligence, transactional documentation and change of control approval applications to the Gibraltar Financial Services Commission (GFSC). Christian also advises on group restructures, company redomiciliation and insurance portfolio transfers.
In addition, Christian undertakes legislative drafting and advisory work, having previously acted in respect of the transposition of various European Union Directives into Gibraltar law, including the Insurance Distribution Directive. He also advised HM Government of Gibraltar on the required onshoring of EU derived financial services legislation as part of Gibraltar’s withdrawal from the European Union, as well as drafting amending legislation to ensure the correct functioning of Gibraltar’s financial services sector on a ‘No-Deal Brexit’.
In addition, Christian acted on the review and drafting of sector-specific regulations for the Legislative Reform Programme (LRP), which comprised the single reform of Gibraltar’s financial services legislation and led to the introduction of the Financial Services Act 2019.
Christian is also a legally qualified member of the Gibraltar Office of Fair Trading’s (OFT) Decision Making Committee (DMC). The DMC exercises, on behalf of the OFT, the OFT’s powers in respect of specified decisions, enforcement matters and appeals.
