Cathryn is a partner in the Planning and Compulsory Purchase team, having previously worked in local government. She specialises in developments relating to renewable energy, infrastructure and major redevelopment projects.

She advises a number of promoters of renewable energy and infrastructure schemes on the Nationally Significant Infrastructure Project (NSIP) and Development of National Significance (DNS) regimes, on planning strategy, EIA, and representing applicants at hearings and during examination.

She also advises on large redevelopment projects providing strategic advice (including on biodiversity net gain) in addition to negotiating complex planning obligations and infrastructure agreements. Cathryn is an expert on common land and open space.

Experience

Bute Energy: Advising on a number of onshore renewable projects in Wales in their portfolio, including leading on the common land application for their Twyn Hywel project which secured consent in November 2025.

Enso: Leading on their first solar DCO project, advising on pre-application, EIA, HRA, statutory consultation and submission. Lead and advocate for the examination commencing in December 2024.

Urban & Civic: Providing strategic planning advice as master developer in a JV with Hertfordshire County Council for around 3300 homes and supporting infrastructure including a country park and school.

Land consortium: Advising a consortium including Aviva Investors Investors on the 630 acre Linmere project, particularly in respect of Hillside issues and on-going planning matters including s106 and infrastructure agreements.

Landowner: Leading the strategic advice and evidence gathering to successfully defend a Town & Village Green application.

Rugeley Power Station: Advising on the planning application and negotiating a complex s106 agreement and variation for the housing led mixed use redevelopment of the former power station of 2300 homes, school, open space, employment & infrastructure.
