Partner at PPU expert in Projects and Infrastructure. His professional practice focuses on infrastructure, Public-Private Partnerships and Information Technology Projects. He has been involved in many major infrastructure projects in the country over the past decade and has advised local and foreign clients in the structuring and financing of projects in transportation, telecommunications, hydrocarbons, energy and utilities. He has recently been involved in the structuring and financing of several of the most important road concession projects including Pacifico 3, Alto Magdalena, Costera, Navelena and Ruta al Mar.

Carlos has a Law Degree from Universidad de Los Andes (2004). He also has a Master’s Degree in International Business Management from La Trobe University (2007).

Counsel to Goldman Sachs & Co in Colombian law-related matters in connection with a bridge loan financing over the future sale of four Colombian PPP projects pertaining to Sacyr S.A.

Counsel to Banco Bilbao Vizcaya Argentaria Colombia S.A., The Bank Of Nova Scotia, ING Capital LLC, Banco Santander, S.A. and Clifford Capital PTE. LTD. (the lenders) in connection with a financing to port concessionaire Sociedad Puerto Industrial Aguadulce S.A. The proceeds of the loan will be used to expand facilities in the port concession agreement.
