Career
Practicing lawyer since 1990, specializing in the field of Public and Environmental Law (1990 to 1993 Arimany, Manubens & Asociados law practice; 1993 to April 1996: Silva & Riba). In 1996 he founded the Menéndez y Asociados Abogados law firm. Member of the Administrative Law and Environmental Law Sections of the Barcelona Bar Association, he was Secretary of the former from 2019 to 2021 and President of the Environmental Law Section from 2002 to 2004.
He has been involved in numerous matters related to water (water supply and sanitation, hydroelectric power production, irrigation, hydraulic works), waste management (advice to producers and managers, contaminated soils), implementation of activities with environmental impact (pharmaceutical, chemical, mining, paper, textile, controlled waste deposits, food industries), environmental impact assessment of works and activities, public services, especially in the area of water, execution of public works, public procurement, urban planning and land use planning. His work involves both project consultancy as well as legal advice in administrative proceedings, contentious administrative and criminal proceedings for crimes against natural resources and the environment.
He has been recognized in the specialty of Environment in different international Directories of lawyers, among them Chambers & Partners and Best Lawyers.
He is the author of several publications on environmental matters and has taught at the University of Barcelona, the Pompeu Fabra University (Master in Territorial Law, Urban Planning and the Environment), the University of Lleida and the Chemical Institute of Sarriá (IQS). He has also been a speaker at numerous conferences and congresses related to administrative and environmental law at the Barcelona Bar Association, the National Congress of Environmental Law (CONAMA) and the Congress of Ecological Flows, among others.
