Carlos Carpio is a lawyer specialized in Public Law - Public Procurement and Real Estate and Urban Planning Law, with nearly 30 years of experience in the Peruvian market.
In May 2025, he founded Estudio Carpio Ramírez, after having been a partner for almost 30 years at Rodrigo, Elías & Medrano Abogados, where he developed the Real Estate and the Public Law practices, having led the latter for over 15 years.
His work combines experience in both the private and public sectors.
He specializes in the acquisition and development of properties with legal contingencies, including overlapping rights, impacts related to protected natural areas, the presence of archaeological remains, and expropriation risks. His experience also includes urban planning, zoning and land-use regulation, as well as obtaining municipal licenses and permits.
He has participated in large-scale real estate and urban development projects, including shopping centers, multifamily housing programs, hotels, beach condominiums, new cities, urban resettlement processes, and cruise terminals. He has also advised on real estate projects linked to energy and urban infrastructure, including hydroelectric plants and solar parks.
He has been called upon on numerous occasions to advise the Peruvian State as an expert in Peruvian law in international arbitrations before the International Centre for Settlement of Investment Disputes (ICSID), with the Luchetti and René Levy cases being the most representative. Additionally, Carlos Carpio serves as a member of the Investment Committees of renowned and important real estate companies.
