Lawyer Suo Yaxing is the Director of Beijing Dacheng (Luoyang) Law Firm and a Senior Partner of Dacheng’s China Region. He is a member of the Henan Provincial Committee of the Chinese People’s Political Consultative Conference, a Supervisor of the Henan Lawyers Association, Honorary President of the Luoyang Lawyers Association, and a leading talent in the Henan Lawyers Association’s Foreign-Related Legal Talent Pool.

He graduated from Zhongnan University of Political Science and Law and Southwest University of Political Science and Law, holding a postgraduate qualification in civil and commercial law. He serves as a consulting expert on civil and administrative cases for the Supreme People’s Procuratorate, Chair of the Civil Law Committee of the Henan Lawyers Association, member of the Civil Law Committee of the All China Lawyers Association, director of the China Society of Commercial Law, one of the “Top Ten Arbitrators” of the Luoyang Arbitration Commission, adjunct professor at Luoyang Normal University, and legislative consultant to the Standing Committee of the Luoyang Municipal People’s Congress.

He has been recognized in the Chambers and Partners rankings as a Leading Commercial Lawyer for both 2025 and 2026. With nearly 30 years of practice, his primary areas of expertise are civil and commercial dispute resolution and legal advisory services for government entities and state-owned enterprises. Work Highlights

（1）代理洛阳智中建筑设计院有限公司与洛阳百舸商贸有限公司在最高人民法院第四巡回法庭的执行异议之诉申请再审案件，申请再审成功。

（2）2018年，代理洛阳市政府投资平台与深圳正威集团的招商引资纠纷案，最终最高人民法院作出判决，洛阳市政府投资平台本金2亿元的诉讼请求全部得到支持。

（3）代理栾川县人民政府应诉伊川龙泉电力有限公司提起的追偿权纠纷诉讼，一审和二审均获胜诉。

（4）代理栾川县人民政府上诉上海育华投资集团有限公司等解除行政协议及赔偿一案，最终达成行政调解书，风险代理成功。

担任多起重大刑事案件的辩护律师，包括洛宁县狄治民涉黑案、灵宝市马长江涉黑案、梁涵谷贷款诈骗案、郑州7·20水灾案件等，辩护意见多被法院采纳。

（1）Successfully applied for a retrial in the execution objection lawsuit between Luoyang Zhongjian Architectural Design Institute Co., Ltd. and Luoyang Baige Trading Co., Ltd. at the Fourth Circuit Court of the Supreme People's Court. The retrial application was successful.

（2）represented the investment platform of the Luoyang Municipal Government in an investment attraction dispute case with Shenzhen Zhengwei Group. In 2019, the Supreme People's Court made a judgment, upholding the original verdict, and the Luoyang Municipal Government's investment platform's claim for the principal amount of 200 million yuan was fully satisfied.

（3）represented the Luoyang County People's Government in responding to a claim for recourse filed by Yichuan Longquan Electric Power Co., Ltd. in the Luoyang Intermediate People's Court. Both the first - instance and second - instance trials were won.

（4） represented the Luoyang County People's Government in appealing against Shanghai Yuhua Investment Group Co., Ltd. and others in a case of terminating an administrative agreement and claiming compensation. Finally, an administrative mediation statement was reached, and the risk - based agency was successful.

（5）Served as the defense lawyer in several major criminal cases, including the Luyi County Di Zhimin gang - related case, the Lingbao City Ma Changjiang gang - related case, the Liang Hangu loan - fraud case, and the Zhengzhou July 20 flood - related case. The defense opinions were mostly adopted by the courts.
