Career

The book “How Lawyers Develop: From Choosing a Profession to Doing a Good Job”, in which Mr. Hou Xiaohua participated, was published in December 2020 by China Legal Publishing House.

Personal

After graduated from Tsinghua University in 2007, Mr. Hou Xiaohua has been focusing on U.S. anti-dumping and countervailing duty proceedings. Mr. Hou is fluent in English and is familiar with the U.S. AD/CVD proceedings. He is good at guiding Chinese enterprises to answer complete initial questionnaires and supplementary questionnaires, establishing database, completing sales and cost reconciliations, and preparing for verification, etc. Mr. Hou Xiaohua is not only able to provide professional legal services for Chinese enterprises in responding to the U.S. AD/CVD investigations, but also good at providing specific export advice and long-term trade guidance for enterprises under the AD/CVD environment.

For more than ten years, Mr. Hou and his team have helped numerous Chinese industries and enterprises in responding to U.S. AD/CVD investigations before the U.S. Department of Commerce and the U.S. International Trade Commission. Since the beginning of his practice, he has represented hundreds of cases of anti-dumping investigation, countervailing duty investigation, anti-circumvention investigation, annual administrative review, new shipper review, changed circumstances review, etc., covering solar cells, large displacement engines, small displacement engines, lawn mowers, snow throwers, small diameter graphite electrodes, diamond saw blades, steel coils, fabricated structural steel, non-refillable cylinders, metal locker, cast iron soil pipe, cast iron soil pipe fitting, collated steel staple, steel nails, hydrofluorocarbon refrigerant, R-134a refrigerant, R-32 refrigerant, R-125 refrigerant, PTFE Resin, polyvinyl alcohol, activated carbon, glycine, chlorinated isocyanurates, saccharin, pigment violet 23, canned mushrooms, freshwater crawfish tail meat, multi-layered wood flooring, wooden cabinets and vanities, wooden bedroom furniture, ironing table, hardwood plywood, coated paper, lined paper, ceramic tiles, glass containers and many other Chinese industries, helping many Chinese industries and companies retain or expand the U.S. market.

"C&F Representing Chinese Mandatory Respondent Enterprises to Obtain Zero Duty Rate in the Final Determination of the 2020-2021 Review of the Anti-Dumping Duty Order on Staples from PRC initiated by the United States" was selected as one of the representative cases in the "White Paper on Foreign-Related Legal Services provided by Chaoyang Lawyers" (Foreign-Related Friction in Economy and Trade: Anti-Dumping Category).
