Vassiliy Zenov is a partner and head of the Banking & Finance practice at Dentons in Kazakhstan. He focuses on banking and finance, capital markets, financial regulations and derivatives.
Vassiliy has over 15 years of legal experience and is widely recognized in the Kazakh market for his exceptional experience in legislative drafting and financial regulation. Notably, he authored the legislative amendments introducing the concept of close-out netting in Kazakhstan, adopted in 2022. He also led the Dentons team in several significant projects aimed at establishing an effective legal framework for the resolution and sale of non-performing loans.
Most recently, at the request of the Kazakhstan financial regulator, he led the project to draft an entirely new Banking Law of Kazakhstan — one of the most significant legislative reforms in the country’s financial sector in recent years.

Dentons has advised ForteBank JSC on its debut issuance of Rule 144A/Regulation S US$400 million 9.75% perpetual subordinated callable additional tier 1 notes. This was the first issuance of international perpetual AT1 instruments under Basel III standards by an issuer from Kazakhstan.
