Summer Martin is a health care transactional and regulatory attorney who provides strategic counsel to health systems, hospitals, physicians and other providers on complex business arrangements, compliance matters and strategic growth initiatives.
Summer works closely with governing boards and executive, legal and operational teams to structure and implement transactions and partnerships that align with regulatory requirements and organizational goals. She brings a practical, solutions-oriented approach to helping clients navigate the intersection of business strategy and health care regulation.
Summer’s practice includes:
Structuring and negotiating complex transactions, including mergers and acquisitions, joint ventures and other affiliation and integration arrangements among nonprofit and for-profit entities;
Advising on value-based enterprises, co-management arrangements, clinically integrated networks, clinical affiliations and other strategic partnerships;
Counseling clients on physician contracting and related operational matters;
Providing complex Stark Law analyses and guiding clients through regulatory and compliance issues, including the Anti-Kickback Statute, Eliminating Kickbacks in Recovery Act and their state laws counterparts, as well as state patient brokering, fee splitting and corporate practice of medicine prohibitions;
Supporting clients in internal and government investigations, audits, reimbursement reviews and overpayment matters, including those involving the False Claims Act, including drafting, implementing and defending self-disclosures and related settlements, corporate integrity agreements and assurances of voluntary compliance; and
Advising on clinical research matters, including program and operations evaluation and support, research contracting, regulatory compliance and research misconduct allegations and proceedings.
Summer also advises on corporate compliance programs and previously led a health care mergers and acquisitions team for a global law firm, bringing deep transactional insight to her practice.
