Stephen Broome is a partner in Quinn Emanuel’s Los Angeles and New York offices and co-chair of the firm’s Data Privacy and Security Practice. He serves as lead trial and appellate counsel for some of the world’s largest technology companies and high-profile individuals in their most consequential disputes — including class actions, government enforcement actions, and high-stakes B2B litigation that sets the rules for data privacy, artificial intelligence, and emerging technologies. Chambers USA notes that Steve “is lead counsel in some of the most high-profile class actions in the data privacy and security space,” representing leading technology companies across matters involving an array of technologies including artificial intelligence, data warehousing, cloud analytics, web browsers, mobile applications, digital advertising, and biometric technology.
Over the last several years, Steve has built a substantial practice at the frontier of artificial intelligence, advising and representing fast-growing AI companies in novel legal disputes and serving on several of their advisory boards. As AI litigation matures, he brings a rare combination of deep technology-law expertise and proven trial experience that companies in the space need when disputes reach the courthouse.
Steve is a recognized leader in his field. The Daily Journal has named him one of the nation’s “Leading Commercial Litigators” and ranked his win for Google in a multi-billion-dollar data privacy class action among 2022’s Top Verdicts. Law360 has named him an “MVP”; the Los Angeles Business Journal has recognized him as one of the top 100 lawyers in Los Angeles; and Lawdragon and Legal 500 USA have identified him as one of the top lawyers in the United States in commercial litigation, privacy, and appellate practice. Several of his victories for clients have earned him recognition in The American Lawyer’s “Litigator of the Week” series, and the New York Law Journal has twice profiled him for his achievements.
In addition to his trial practice, Steve is an accomplished appellate lawyer who has argued before the U.S. Supreme Court, the federal Courts of Appeals, and state appellate courts. In Sessions v. Morales-Santana, he successfully argued before both the Second Circuit and the Supreme Court in a landmark constitutional challenge to the Immigration and Nationality Act under the Fifth Amendment’s Equal Protection principle. He is regularly brought into complex matters to frame and preserve critical issues for appeal.
Before joining Quinn Emanuel, Steve served as a law clerk to Judge Richard C. Wesley of the U.S. Court of Appeals for the Second Circuit. He previously served on the Board of Governors of the Los Angeles chapter of the Association of Business Trial Lawyers.
