Shirley graduated from the University of Wales, Aberystwyth, in the United Kingdom in 2006. After her admission to the Peninsular Malaysia Bar in 2008, Shirley has focused on construction litigation/arbitration and advisory work, including project documentation. She has been involved, either as lead counsel or co-counsel, in many civil suits and arbitrations founded on construction projects as well as adjudication proceedings under the Construction Industry Payment and Adjudication Act 2012.
Her experience in dispute resolution has enhanced her knowledge of the various issues that can and do arise from construction and infrastructure projects, leading to her ability to improve construction-infrastructure documentation. In addition, she advises clients on the management of industrial incidents and health, safety and environmental issues, especially those arising from and/or related to construction projects.
In recognition of her experience and prowess, Shirley has been ranked as a leading lawyer in Construction law by Chambers Asia Pacific and as a “Leading Individual” and “Leading Partner” in the 2024 - 2026 editions of The Legal 500 Asia Pacific. She was also named as a “Distinguished Practitioner” in the 2024 and 2025 publications of asialaw and as a “Litigation Star” in the 2025 edition of Benchmark Litigation.
Shirley was the Deputy President of the Malaysian Institute of Arbitrators (MIArb) for the 2019-2021 term, having previously served as MIArb’s Vice-President from 2015-2017.
