Rolf Riisnæs

Dr. Rolf Riisnæs has a leading role in IT-contracts, IT-procurements and eGovernment regulations in Norway and is renowned for his knowledge, expertise, experience and high-quality advice. He also counsels Wikborg Rein's clients within data protection/privacy, information security, eID/e-signatures and license agreements.

Riisnæs assists clients with large, complex IT-procurements. He has wide experience in coordinating and leading Wikborg Rein's technology- and procurement team on specific complex projects related to software development and implementation, outsourcing and cloud services, as well as data protection and information security issues.

Riisnæs has expert knowledge of the application of all Government's Standard Terms and Conditions for IT Procurement (SSA) which are widely used even in the private sector. He assisted the Norwegian Agency for Public and Financial Management (DFØ) in drafting the new model cloud services agreement SSA-sky (integration of complex cloud services) and SSA-sky "light" (procurement of cloud services and additional services) which were both published in 2021. He also assisted in the former overhaul of the existing SSAs in 2015.

Riisnæs was appointed Dr. juris in 2006 for his dissertation regarding digital certificates and certification services (PKI and electronic signatures).
