Robb Leandro assists his clients with a broad range of legal issues relating to healthcare, administrative law and public policy. His legal practice focuses on helping healthcare providers navigate the minefield of regulations that they face in their practices. Robb routinely assists his clients with issues that include Medicaid and Medicare regulations; Medicaid and Medicare audits; Certificate of Need Applications and litigation; licensure, surveys, and certification issues; and HIPAA and privacy laws. Robb also provides counsel to healthcare providers with complex government contract procurement issues.

Robb approaches each legal issue with an understanding of the business and clinical issues his clients face. Robb’s clients range from large national healthcare providers to small single-location providers. He has significant experience representing a variety of healthcare providers that include nursing homes, home health, home care and hospice agencies, hospitals, community mental health providers, adult care homes, psychiatric hospitals, physician practices, and dentists. He also has significant experience providing advice to healthcare industry groups and trade associations.

By focusing on regulatory compliance issues before there is a problem, Robb strives to have his clients avoid missteps and government investigations. When litigation is required, Robb draws on years of relevant healthcare and administrative law experience to advocate for his clients. He has successfully represented healthcare providers before the North Carolina Office of Administrative Hearings (OAH) in cases including Medicaid audits, licensure terminations, Managed Care Organization (MCOs) actions and Certificate of Need (CON) decisions. He has also represented his clients in state and federal court in cases involving judicial review of administrative decisions, CON appeals, and challenges to federal and state laws and regulations.

Robb is a leader in the state's healthcare legal community. He served as president of the North Carolina Society of Health Care Attorneys from 2018 to 2019 and continues to serve on its board of directors. He was also selected to participate as a member of the Greater Raleigh Chamber of Commerce Leadership Raleigh class of 2014-2015. When he is not focused on law, Robb enjoys spending time with his wife and daughters, reading history, painting, and fiction writing. He also especially enjoys following the football team at Duke, where he played for four years during his undergraduate education.
