Career

Mr.Lu has repeatedly acted as a review expert for government-invested projects and been appointed as legal counsel to the People’s Government of Guangdong Province. He was also selected by the Ministry of Finance as a legal expert for PPP projects and included in the expert pool for the pilot work of new urban infrastructure construction in Guangzhou. In addition, Mr.Lu once served as vice chairman of the Energy, Resources and Environment Committee of the Guangzhou Lawyers Association. These diverse roles and achievements have helped him establish a strong professional reputation and outstanding industry expertise in South China.

Concessionary Operation Consulting Service Project for Comprehensive Water System Governance in the Central Urban Area of Zhanjiang City: With a total investment of CNY 14.021 billion, this project is crucial for Zhanjiang to consolidate the foundation of ecological bay area construction, involving multiple sub-projects and complex legal relationships. Mr.Lu, who has extensive experience in the public utilities sector, successfully promoted the project.

·Hubei Tongshan-Jiangxi Wuning (Gan-E Provincial Boundary) Expressway BOT Project: With a total investment of CNY 4.3216 billion, this project is a key initiative for Jiangxi Province to implement the major decision of “building a transportation power”. Mr.Lu innovated compliant investment and financing models, helping the project drive local social and economic development.

·Foshan Garbage Disposal Project: This project is a major measure launched by Foshan City, Guangdong Province, to prevent medical waste pollution and protect the environment, which involves reconstructing a project originally transferred to a medical waste treatment center into a waste incineration power generation project. Mr.Lu assisted government implementing agencies in completing project demonstration, bidding, negotiations and other work, providing professional legal services.

·Nansha Qingsheng Hub Comprehensive Development PPP Project: Covering an area of approximately 8 square kilometers with a total investment of about CNY 28.936 billion, Mr.Lu provided legal services for all stages of the project, including valuation, financial proof, implementation plan, project contract drafting and bidding agency. He has served the responsible unit for 3 years, helping build a core area for transportation hub and technology industry in northern Nansha.

·Shenzhen Jihe Expressway Reconstruction and Expansion Project: Mr.Lu provided comprehensive legal support and made innovative contributions especially in designing the investment and financing model framework for the reconstruction and expansion project, demonstrating his professional strength.
