Career
Paul Lugard is a Brussels-based EU and international competition lawyer and a partner in the Antitrust Practice Group of Baker Botts LLP. His practice focuses on complex merger review proceedings and investigations into alleged anticompetitive business practices.
He represents clients before the European Courts, the European Commission, national competition authorities, national courts and international arbitration tribunals. Over the past 20 years, Mr. Lugard has steered over 100 international mergers and joint ventures through the merger review process of the European Commission and government agencies around the world. His areas of particular experience include distribution agreements in the energy sector and the application of the antitrust laws to high technology sectors, including standardization, patent pools, and licensing of standard essential patents. For many years, Mr. Lugard has been active in the development of international competition law and policy. He serves as a European Commission Non-Governmental Advisor to the International Competition Network and as Vice Chair of the Business at OECD (BIAC) Competition Committee. He is also a current member of the International Chamber of Commerce Commission on Competition, having previously served a term as Chair. Before joining Baker Botts LLP, Mr. Lugard was a Senior Vice President and the Head of Antitrust at Royal Philips Electronics N.V.
