Nurlan leads banking & finance team in Kyrgyzstan and Tajikistan, and also focuses on general corporate and infrastructure projects. He has an extensive experience with leading American law firms and an international financial institution based in London. His main practice areas are general corporate, including mining, capital markets, and banking & finance.
Prior joining GRATA, Nurlan was an associate in the Office of the General Counsel of EBRD, where he advised bankers on lending, including direct investments in the EBRD countries of operation (CEE, CIS, Turkey and Mongolia) across different sectors (hydro energy, mining, transport, pharmacy, telecommunication and retail) and types of borrowers (sovereign, quasi-sovereign, financial institutions, private companies).
Nurlan also worked for the two American law firms; Chadbourne& Parke and Latham & Watkins. While being with those law firms, Nurlan was a part of various legal teams advising clients on a broad range of Russian law matters.
Experience
Advising Eurasian Development Bank on a deal of USD 2,7 million on a sale of and further lease of hoisting machines.
Advising China Development Bank in a financing of a Chinese subcontractor engaged for rehabilitation and reconstruction of a boarder road Aini– Penjikent – Uzbekistan.
Advising Telia Sonera A Bona sale of its stake in a Tajikmobile operator and exit from Tajik telecom market.
Advising Agricultural Bank of China on establishing business presence in Tajikistan.
Advising China Development Bank in financing construction of a factory for refining of tin and selection system.
Advising European Bank for Reconstruction and Development(EBRD) on lease of land plots under its resident offices in Tajikistan.
Advising and preparation of a legal opinion for the benefit of Symbiotics SA in relation to a loan of up to USD 2 million to JSC “Eskhata Bank”.
Advising and preparation of a legal opinion for the benefit of Microfinance Initiative for Asia (MIFA) Debt Fund SA, SICAV-SIF in relation to a loan of USD 1,888,447 extended to LLC Microcredit Deposit Organization “Finca”.
Advising Continental Exchange Solution (RiaFinancialServices) on the matters pertinent to seeking a license of an operator of payment system issued by the National Bank of Tajikistan and filing relevant application documents.
