Adv. Noga Rubinstein heads KRB’s Regulation and Competition practice and is widely recognised as one of Israel’s leading lawyers in the fields of regulation, administrative law, competition and antitrust. She advises leading Israeli and international clients on complex regulatory, legislative and public policy matters, and is particularly valued for her ability to navigate strategically sensitive issues involving government ministries, regulators and public authorities.
Noga brings exceptional public-sector experience to her practice, having served as Legal Advisor to the Ministry of Communications and previously in the Economic-Fiscal Law Department at the Ministry of Justice. In these roles, she was closely involved in some of Israel’s most significant regulatory and economic reforms, including major market-opening initiatives, privatisation processes and competition-driven legislative reforms.
Her practice includes advising and representing clients on a broad range of regulatory and administrative matters, including licensing and permits, the regulatory aspects of transactions, mergers and transfers of control, legislative initiatives and price supervision proceedings. She has substantial experience across a wide range of highly regulated sectors, including financial services, communications, healthcare, retail and transportation.
Noga is particularly appreciated for combining top-tier legal analysis with deep regulatory insight, strategic judgement and a sophisticated understanding of governmental decision-making processes.
Noga is particularly sought after for matters where regulation, competition policy and commercial strategy intersect. Her practice includes advising on regulatory proceedings, legislative procedures, policy-making, administrative enforcement proceedings, approvals and permits, and the regulatory aspects of transactions, mergers, public offerings and transfers of control. Chambers highlights her role in providing regulatory and commercial advice to leading telecoms, cellular and broadband providers in Israel, including representation in relation to new legislation.
