He was prosecutor of the courts of appeal of Bilbao (1981-1982), Alicante (1982-1984) and Madrid (1984-1995), and established and coordinated a group of prosecutors specializing in economic offenses (1986-1995). In 1988, he was awarded the First-Class Cross of the Order of San Raimundo de Peñafort.
