José María Monedero Frías joined DIKEI Abogados in 2007 and is a partner in the firm’s Public and Regulatory Law department. He holds a Law Degree from Comillas Pontifical University (ICAI-ICADE, 1996) and completed executive training at the IE Business School focused on Spain’s Public Sector Contracts Law.
Admitted to the Madrid Bar Association since 2005, José María is a litigation specialist in administrative and public law, with particular expertise in public procurement and the passenger transport sector. He advises industry associations and transport operators on concessions, public service contracts, tenders and contract execution, while also leading contentious-administrative proceedings.
His experience includes advising on the implementation of a Low Emission Zone (LEZ) for a municipality in Madrid, drafting the relevant municipal regulation, and participating in the preparation of transport tender specifications and regional transport projects. He also advises EU and non-EU companies on international passenger transport authorisations and their establishment in Spain, as well as concessionaires of other public services, including water management and urban waste collection.
