José Ignacio has distinguished experience as an advisor for matters relating to government and public sector law, for administrations and public bodies, companies in the public sector and private companies relating to public and other entities. His practice has focused principally on public contracts, concessions, administration of public funds and in the sectors of energy (specifically renewable energies), environmental, geriatric, pharmaceutical and other sectors subject to administrative regulation or intervention.
As a State Attorney (Abogado del Estado) since 1992, currently on leave of absence, José Ignacio developed an extensive career within the Spanish Central Government. Between 1992 and 1996, he served as Head State Attorney at the Government Delegation in La Rioja. Subsequently, he headed the State Attorney’s Office at both the Ministry of the Presidency from 1996 to 2000, and at the Ministry of Science and Technology from 2000 to 2002. He also held the position of Technical Secretary General at the Ministry of the Environment (2002–2004) and at the Ministry of Health and Consumer Affairs (2004–2006). In the private sector, prior to joining rēgula, he spent his entire professional career at a prestigious national law firm, where he was a partner in the Public Law practice for twenty years.

José Ignacio frequently collaborates with several publications specialising in government and public sector law.
Lecturer in Administrative Law at Universidad Pontificia Comillas (ICADE). He has been an assistant professor at Universidad de La Rioja, Universidad Complutense de Madrid and Universidad Rey Juan Carlos de Madrid.
