Carlos Melón

Practice Areas

Carlos specializes in public law. His practice focuses on public sector procurement and public-private partnerships, as well as the regulation of sectors such as transport, water, environment, and the circular economy. He also regularly advises on subsidies and public aid, the review of administrative sanctions, and expropriation proceedings.

He has significant expertise in the energy sector, where he frequently advises on project development and the regulatory aspects of transactions involving energy assets. He also advises the defense sector, particularly on procurement and the development of programs for the supply of weapons systems.

Carlos has extensive litigation experience, primarily in administrative litigation but also in civil proceedings. He has particular expertise in administrative cassation appeals.

Career

Carlos is a partner in the Public Law department at rēgula.

Before joining rēgula, he worked at a prestigious national law firm, where he went on to lead the public law practice.
