José Alfredo Rizek is the Founder and Managing Partner of Rizek Abogados. He graduated cum laude with a Law Degree from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in 1994 and pursued postgraduate studies in the economic regulation of public utilities at several prestigious institutions, including the Warrington College of Business Administration at the University of Florida.
Mr. Rizek is a distinguished mediator and arbitrator accredited by the Conflict Resolution Center of the Santo Domingo Chamber of Commerce and Production and the Inter-American Commercial Arbitration Commission (IACAC). Widely recognized as one of the Dominican Republic’s foremost authorities on telecommunications and economic regulation, he has served as an international consultant on telecommunications, market regulation and competition, judicial reform, and governance, while holding senior executive legal positions within leading multinational telecommunications companies.
From 2004 to 2008, Mr. Rizek served as Executive Director of the Dominican Telecommunications Institute (INDOTEL), the country’s telecommunications regulatory authority. He subsequently acted as Telecommunications Advisor to the Executive Branch of the Dominican Republic from 2008 to 2011, contributing to the development and implementation of national telecommunications policy. He currently serves as Chairman of the Bilateral Relations Committee of the American Chamber of Commerce of the Dominican Republic (AMCHAMDR), where he leads initiatives to strengthen bilateral trade and investment relations between the Dominican Republic and the United States, while fostering dialogue between the private sector, government authorities and the international business community on key regulatory and economic policy matters.
His practice is distinguished by his leadership in landmark legislative and regulatory reforms involving telecommunications, cybercrime, justice, governance and economic law. He regularly advises multinational corporations, financial institutions and investors on complex cross-border transactions, international financing of infrastructure projects, mergers and acquisitions, regional mobile telecommunications licensing, capital markets transactions, joint ventures, corporate restructurings and capitalizations. He also maintains a leading practice in economic and regulatory law, with particular emphasis on public utilities, competition, telecommunications, international trade, commercial contracts, and high-value civil and commercial disputes.
Mr. Rizek is fluent in Spanish and English and has intermediate proficiency in French.
