José A Estandía

José Estandía has more than 30 years of experience leading M&A and project finance transactions in Mexico’s energy sector for clients focused on power, renewable energy, natural gas, and oil terminals. He represents participants in the negotiation and implementation of power purchase agreements (PPAs), engineering, procurement, and construction agreements (EPCs), and operation and maintenance agreements (O&Ms). José also counsels oil companies on the commercialization of gasoline and diesel in Mexico.

José assists clients with regulatory instruments, policies, and grid fees imposed by the Ministry of Energy (SENER), the National Energy Commission (CNE), the National Energy Control Center (CENACE), and the Federal Electricity Commission (CFE). He advises electricity industry companies on the protection and defense of their rights regarding governmental regulations.

José assists clients in navigating recent changes to electricity legislation, including the voluntary migration of legacy self-supply and cogeneration permits to generation permits under the Electric Sector Law and the new transmission service charges methodology replacing the former “postage stamp” scheme. He also assists clients with CFE tenders for renewable energy projects and Electric Energy Storage Systems (EESS) under Mixed Development Schemes.
