Harold’s practice focuses on assisting clients with government investigations and enforcement proceedings and civil and commercial litigation. During his more than twenty years at the U.S. Department of Justice in Washington, D.C., as Deputy Chief of the Civil Division of the U.S. Attorney’s Office in Seattle, and as head of the Affirmative Civil Enforcement (“ACE”) Unit, Harold handled major investigations, civil litigation and settlements of significant False Claims Act or “qui tam” cases involving government contractors and government program participants.
