Mr. Chen specializes in ecological and environmental law, providing full-spectrum legal services to multinational corporations, large state-owned enterprises, and publicly listed companies. His practice encompasses environmental compliance, administrative licensing, defense against administrative penalties (including hearings, reconsiderations, and litigation), environmental criminal defense, environmental civil public interest litigation, ecological damage compensation, environmental contract disputes, as well as climate change and carbon trading.

Serving key industries such as chemicals, pharmaceuticals, textile dyeing, environmental remediation, and information technology, Mr. Chen has an extensive track record in handling high-stakes and complex environmental matters, both contentious and non-contentious.

Leveraging his academic background in environmental science and deep industry insights, Mr. Chen is particularly adept at providing expert legal opinions on core technical issues—such as solid waste identification, ecological damage assessment, environmental remediation, and monitoring data—in complex dispute resolutions. Mr. Chen Guoqiang is a Senior Partner at Capital Equity Legal Group and the Director of the Environment and Energy Law Department. He is an alumnus of both Zhejiang University and Peking University. He also led the ecological damage compensation negotiations in the Jiangxi Jiujiang Sludge Dumping case, a landmark instance of judicial protection for the Yangtze River Economic Belt.

在2019年7月加入京衡律师事务所担任高级合伙人之前，陈国强律师自2004年起先后在阳光时代律师事务所、观韬中茂（杭州）律师事务所执业，担任律师和高级合伙人。

Prior to joining Capital Equity Legal Group as a Senior Partner in July 2019, Mr. Chen practiced at Sunshine Law Firm and Guantao Law Firm (Hangzhou) from 2004, serving as an attorney and Senior Partner.
