Career
Guillermo is an attorney from the University of Chile with a PhD in Law from the Carlos III University in Madrid, Spain.
He has built his career in public law, regulated markets and free competition. He advises on matters of free competition and in administrative and contentious-administrative disputes before higher courts of justice and special courts or or decision-making bodies, including the Constitutional Court. At the same time, he has advised electricity generation firms in regulatory issues related to rates and punitive and environmental proceedings, among others. He has extensive experience working with public and private sector clients in regulated matters related to state powers, public contracts, administrative sanctions, and interaction with diverse public agencies.
Guillermo was also head of the Telecommunications Undersecretariat’s legal department, where he was lead legal counsel and the state’s defense in this matter. Specifically, he participated both in the drafting of legislative reform in the media, telephone, and Internet sectors, in addition to the generation and defense of sectoral regulation in those areas. He subsequently provided similar consulting services to private and public sector institutions, including the drafting of legal reports, expert witness statements and representation before the judiciary or special bodies.
