Chip specialises in energy regulation and markets focusing on the U.S. power sector.
He provides strategic advice to clients on regulatory and commercial issues both in the regional wholesale power markets (Regional Transmission Organizations/Independent System Operators (RTOs/ISOs)) as well as in non-RTO/ISO regions. He represents clients in drafting and negotiating physical and financially-settled power purchase agreements, energy storage tolling agreements, complicated interconnection shared facilities agreements, and behind-the-meter arrangements with data centers and other large end users. He regularly assists clients with all regulatory aspects of acquisitions, divestitures and financings of electric generation and transmission projects, including obtaining required Federal Energy Regulatory Commission (FERC) and state public service commission approvals. Chip has deep experience representing clients before FERC, the U.S. Department of Energy (DOE), federal courts and state regulatory commissions.
Chip’s clients include independent power producers, large scale energy consumers, electric utilities, generation and transmission project developers, energy traders and financial institutions. He concentrates his practice on the production, delivery, sale, and consumption of electric energy and related products, primarily from wind, solar, hydro and other renewable energy resources, fuel cells, and energy storage resources.
