Career

Felipe has more than 10 years of experience in economic competition issues. Felipe joined SAI on January 2013; during his practice in SAI he has provided services to companies from different sectors in merger notification procedures and investigations of monopolistic practices before the COFECO, today Comisión Federal de Competencia Económica (“COFECE”). In the Telecommunications Sector, he has advised companies in competition proceedings and of a regulatory character before the Instituto Federal de Telecomunicaciones (“IFT”). He has also conducted evaluations of business practices and competition conditions in different markets; moreover, he has been part of training programs on competition compliance. In the Financial Sector he participated in a study prepared for the CONSAR on market conditions in the Retirement Savings System (RSS). In addition, he has advised companies on public procurement and protection of personal information.

Within the investigations in which Felipe has represent clients can be mentioned: the Mexican government bonds, latex gloves, retirement system, diapers and tissue paper, condoms, tooth-brushes, credit information, and live entertainment investigations.

Prior to his incorporation to SAI, during 2012, he advised the Vicepresidencia de Operaciones of the Comisión Nacional del Sistema para el Retiro (“CONSAR”) regarding changes to regulations of the RSS, as well as projects related to incentives and industrial organisation in segments of the RSS.

Additionally, from 2010 to 2012, he served as adviser to the Dirección General de Investigaciones de Prácticas Monopólicas in the Comision Federal de Competencia (“COFECO”) on investigations of anticompetitive practices in regulated sectors such as aviation, agriculture, telecommunications, food and energy.

Moreover, in 2009, he served as Junior Analyst at the Center for Development Research, AC, in the area of competition and regulation, where he participated in studies related with policy changes in different regulated sectors.

Felipe García has been a teacher at the Economic Competition Diploma organized by the International Chamber of Commerce Mexico, for the years 2022 and 2023.

Publications

Felipe is author of the following articles:

• “Regulation on Exploitative Practices, Powers of the Federal Economic Competition Commission and the Federal Consumer Protection Office”, included in the book “New Consumer Rights”, Editorial Porrúa.

• “Absence of certainty in parameters used to impose fines: pending aspects” included in the 69th edition of Abogado Corporativo (magazine issued by the Asociación Nacional de Abogados de Empresa, Colegio de Abogados A.C. -ANADE-).

Felipe is co-author of the article “Structural Reforms: competition as the central axis of the economic growth strategy in Mexico”, included in the book Growth and Productivity, volume II, Editorial Fondo de Cultura Económica.

Personal

Felipe was ranked as “rising star” by Legal 500 in 2020, 2021 and 2023. In 2022, Felipe was nominated as the “rising star of the year” by the same publication.
