Colleen Foley

Colleen Foley has more than two decades of experience handling a wide range of regulatory matters for public utilities and energy companies, including representing clients in nearly every major utility merger in New Jersey over that time span. Her role as vice chair of the Firm’s Energy Practice is indicative of the breadth and depth of her work representing water, telecommunications, electric, and natural gas utilities in high-value rate and regulatory matters before the New Jersey Board of Public Utilities. She has worked extensively with Atlantic City Electric Company to secure significant rate increases, as well as approval of energy efficiency filings, electric vehicle charging infrastructure initiatives, and large capital investment programs, as well as many other corporate matters.
