Founded in 2018 by María Teresa Quiñones, a 25 years experienced and awarded leading lawyer in the fields of energy, infrastructure, public law and telecommunications, Quiñones Alayza Abogados - QALegal - is a legal boutique with five areas of expertise: arbitration, public and administrative law, energy, infrastructure, construction and TMT. The team is formed by highly specialised young lawyers, who are also involved in academics and research. At the beginning of 2020, the firm took a step further with the arrival of Lucía Olavarría as a second partner, bringing with her over 10 years of experience as an associate at top tier local firms.

Main Areas of Practice:

Design and implementation of power generation and electric transmission projects, including renewable energy projects. Legal advice on gas transport and distribution contracts, controversies and regulatory matters. Negotiation, drafting and performance of power purchase agreements. Interpretation and performance of natural gas supply, transport and distribution service agreements. Design and negotiation of interconnection agreements and access to transmission facilities. Expert opinions in domestic and international controversies. Regulations applicable to the electricity market and natural gas supply chain.

Highly specialised advice in complex domestic, international, and investment arbitration proceedings. Participation as party representatives, arbitrators and legal experts in both domestic and international arbitrations. The team is well-trained on the application of the arbitration rules of ICC, UNCITRAL, and the most representative arbitration centers in the country.

Rendering of legal opinions on public and administrative law and regulatory matters. Advice on obtaining concessions, authorisations, permits, negotiation of agreements with the Peruvian government, contencious administrative litigation.

Advice to incumbents and new entrants on telecom regulations, licensing and permits. Represent clients before the telecom authority in tariff setting proceedings. Advice on draft legislation. Representation of clients in sanction proceedings and administrative proceedings Obtaining concessions, authorisations and licenses for telecommunications services. Transfers of concessions and spectrum rights assignments.

Drafting of Design, EPC and BOOT contracts and other construction related contracts. Preparing strategies for managing and settling claims for additional costs and extension of time. Representing clients in construction contract arbitrations.

María Teresa Quiñones is a member of the International Arbitration Court of Amcham Perú. She is also Vice Chair of the Peruvian Society of Construction Law and a member of WIP-Peru Advising Committee.
