Leslie Velasquez

Leslie Velásquez specializes in public law, with a strong focus on advising private companies in regulated industries. She has extensive experience in energy and infrastructure regulation, providing strategic counsel to energy companies, the Peruvian grid operator, and major industry stakeholders. Her practice encompasses tariff-setting proceedings, legislative and regulatory analysis, licensing and sanctioning processes, as well as arbitration in energy-related disputes. She is also recognized for her expertise in structuring and negotiating power purchase agreements, transmission contracts, public-private partnerships, and private initiatives in the energy sector.

Leslie began her career at COES, Peru’s grid operator, and subsequently worked with leading consulting firms specializing in the energy industry. Since November 2020, she has been part of QA Legal, advising national and international clients on regulatory, contractual, and dispute resolution matters in the energy sector. In 2025, in recognition of her professional achievements, she was promoted to Partner at QA Legal.
