Maria Teresa (Maite)'s practice comprises all legal matters relating to the development of infrastructure projects and network industries (telecommunications, energy, sanitation, transport) including Public-Private Partnerships. She is an expert in the negotiation, award and performance of BOOT, PPP and RER projects, power purchase agreements, third party access, tariff-setting, interconnection, and licensing. Her practice covers the issuance of expert legal opinions on Public Law & Regulation, analysis and drafting of proposed industry regulations, as well as expert opinions and litigation in administrative, as well as in domestic and international arbitration proceedings.

She has been ranked por the past 14 years as a top leading lawyer by Chambers, in the area of Regulatory Energy. She is also top ranked in the areas of Telecommunications, Projects and Public Law. In June 2017, Euromoney awarded her the “Euromoney LMG Americas Women in Business Law Awards” in Energy.

Maite has been appointed as an expert on PublicLaw, Energy and Infrastructure law in 8 ICSID cases and as arbitrator in 22 domestic and international arbitration cases.

In 2020, she was appointed as a member of AMCHAM Peru International Arbitration Court. She is also a board member of the Construction Law Society of Peru.

The World Bank retained her as a legal external consultant, in connection to the following matters: i) analysis and proposed reforms to the existing regulatory framework for the deployment and consolidation of the Fiber Optic National Backbone in Peru, ii) Proposals on the implementation of a “911” emergency service in Peru; iii) Proposals to the National Telecommunications Plan of Peru; iv) Proposals on Infrastructure sharing between electricity and telecommunication operators.

She is a professor of Network Industries and Public Utilities Regulation at the LL.M. Program of Economic Administrative Law at Pacific University and a professor of Administrative Law at the Pontifica Universidad Catolica del Peru.
