María Teresa “Maite” Quiñones has been consistently recognized by Chambers & Partners Latin America since 2009 as a leading practitioner in energy regulation (“Star Individual” and “Band 1”) and public law. Her practice focuses on providing legal and strategic advice in regulated industries, including negotiations, awards, and implementation of public-private partnerships and concessions, public and private infrastructure tenders, BOOT contracts, works and supply contracts, tariff-setting procedures, the development of renewable and conventional energy projects, drafting and negotiation of PPAs and transmission agreements, network access and shared infrastructure, easements, and antitrust matters in regulated sectors. She frequently contributes to the drafting and analysis of proposed regulations, counsels on tariff-setting and licensing processes, and represents clients in administrative proceedings as well as in domestic and international arbitration.

She has also served as an external consultant to the World Bank on several energy and telecommunications initiatives, including regulatory reform for Peru’s national fiber-optic backbone, national telecommunications planning, emergency services implementation, and infrastructure-sharing frameworks between energy and telecom operators.

Maite also plays an active role in arbitration, acting as arbitrator, counsel, and legal expert in both domestic and international proceedings. Since 2018, she has been appointed as a legal expert in Public and Energy Law in nine ICSID cases and has served as arbitrator in mora than thirty domestic and international arbitrations, involving disputes in construction, energy, PPPs, telecommunications, commercial cotracts, and public procurement. Since 2019, she has been a member of the AMCHAM-Peru International Arbitration Court, and in 2024 she was appointed as a delegate to the ICC Arbitration and ADR Commission.

With over twenty years of academic experience, Maite Quiñones she has served as Director of the Master’s in Economic Administrative Law at Universidad del Pacífico, where she continues to teach. She is also a frequent author and speaker on issues related to energy, arbitration, telecommunications, and infrastructure.

Professional Memberships

Maria Teresa Quiñones is a Fellow of the Chartered Institute of Arbitrators (FCIArb), a member of the International Arbitration Court of AMCHAM Peru, and a delegate to ICC´s Arbitration and ADR Commission. She has also served as vice-chair of the Latin American Forum at the International Bar Association (IBA), director of Perupetro, and is a co-founder of the Ibero-American Association of Regulatory Studies - ASIER. She is also a member of the Construction Law Society of Peru, the Advisory Committee of Women in the Profession (WIP) Peru and Harvard Association of Peru.

She is an arbitrator listed with the Inter-American Commercial Arbitration Commission (CIAC), the Lima Chamber of Commerce, AMCHAM-Peru, and the Arbitration Centre of the Pontifical Catholic University of Peru.
