Career

William Keyser focuses his practice on regulatory litigation and transactions involving US electricity and capacity markets. His clients include electric utilities, transmission providers, energy storage developers, independent power producers, power marketers, hydroelectric power producers, debt and equity investors, and public utility holding companies. Will counsels clients on a variety of matters including transmission rates and cost allocation, interconnection procedures and agreements, mergers and acquisitions, renewable portfolio standards, market-based and cost-based sales of energy, interlock issues, FERC's e-Tariff requirements, and participation in regional transmission organizations. He represents clients before the Federal Energy Regulatory Commission (FERC), the Department of Energy, federal and state courts, and state public utility commissions.

Will also leads Steptoe's cross-practice Data Center Team assisting clients navigating the unique legal, regulatory, and operational complexities of planning, building, and operating data centers and other large loads. Will's focus in this area is regulatory and legal developments affecting the procurement of energy to supply new data centers across the country. Will also worked with the Data Center team to launch a Data Center Regulation Tracker to monitor state regulatory and legislative actions and policies impacting the provision of energy to data centers across the United States.

Prior to joining private practice, Will served as a law clerk for the US Nuclear Regulatory Commission's Atomic Safety and Licensing Board Panel.
