Practice: With over thirty years of experience, Dr. Barral is highly regarded for his extensive experience in International Trade and stands out as a renowned consultant for multilateral agencies and companies in Latin America.
Over the course of his career, he has developed unrivaled expertise in several areas crucial to foreign trade and international relations. Barral has extensive experience and recognition in legal and academic environments in (i) government relations, (ii) World Trade Organization, (iii) Trade Remedies, (iv) Foreign Trade, and (v) International Negotiations.
Career: Before founding Barral Parente Pinheiro Advogados, Barral was a partner at BMJ Consultores Associados (2007-2020). He was Brazil´s secretary of International Trade (2007-2011).
Education: Welber Barral holds an LL.B from the Universidade Estadual de Minas Gerais (1989), and an LL.M (1993) in International Law and International Relations the from Universidade Federal de Santa Catarina (UFSC) and a Ph.D (1999) in International Law from Universidade de São Paulo (USP). He was also a visiting scholar in International Economic Law (2005) at Georgetown University.
Academic credentials, speaking engagements, etc: He is panelist the World Trade Organization, an arbitrator at the Mercosur Court and at the United Kingdom´s dispute resolution system. He is a board Member at the Federation of Industries of São Paulo (Fiesp) and other trade associations. He taught Int´l Trade Law at UFSC and PennState, International Business Transactions at American University (DC), among other academic positions in Argentina, Brazil and Switzerland.
