Practice Areas

Vic Goel is the Managing Partner of Goel & Anderson, a business immigration law firm based in Reston, Virginia, in the Washington, DC area. With more than 30 years of experience, Vic focuses exclusively on corporate and employment-based immigration law, providing strategic guidance to U.S. and multinational corporations with large-scale immigration programs. He is recognized as a Band 1 practitioner in Virginia by Chambers USA.

Vic's practice is distinguished by his ability to understand client business objectives and translate them into creative, risk-managed immigration solutions. He operates as a strategic business advisor first, bringing deep regulatory expertise to bear on the operational, financial, and reputational challenges that immigration issues create for large employers. His clients include Fortune 500 and Fortune Global 500 companies in information technology, consulting, financial services, life sciences, healthcare, manufacturing, and engineering, as well as high-growth innovators across emerging industries.

Visa Strategy and Program Management

Vic advises corporate clients on the strategic deployment of nonimmigrant and immigrant visa categories, including H-1B, L-1, TN, E-3, and EB-1/EB-2/EB-3 classifications. He has developed particular expertise in designing immigration programs that balance operational efficiency with regulatory compliance, ensuring that high-volume case processing does not come at the expense of program integrity. A hallmark of his practice is the ability to identify systemic vulnerabilities in a client's immigration program before they become enforcement issues, and to restructure programs accordingly. His long-term engagements with major multinational employers reflect the trust that sophisticated clients place in his ability to manage complex programs at scale over extended periods.

Compliance Defense and Government Investigations

Vic regularly defends employers in government investigations and enforcement actions, including Department of Labor audits and investigations, USCIS Notices of Intent to Revoke, FDNS site inspections, and I-9 investigations. He has developed novel defense strategies in high-stakes matters where the consequences of an adverse outcome, including potential debarment from U.S. visa programs, would have existential consequences for the client's U.S. operations. His ability to anticipate government enforcement priorities, prepare clients proactively, and develop creative legal arguments under pressure has made him a trusted resource for companies facing serious regulatory exposure.

H-1B Dependent Employer Compliance and Strategy

Vic has developed rare and highly specialized expertise in the compliance requirements and strategic considerations that apply to H-1B dependent employers, an area of the law that is not well understood by most practitioners and carries significant consequences for non-compliance. He is among the most enxperienced attorneys in the country advising H-1B dependent employers on the full range of obligations, risks, and strategic options available to them, including attestation requirements, non-displacement and non-benching obligations, and the strategic implications of dependent status on workforce planning and program design. His counsel helps clients navigate these heightened requirements while maintaining the operational flexibility they need to compete effectively for global talent.

Corporate Immigration Policy and Strategic Counsel

Beyond individual case management, Vic provides strategic counsel at the intersection of immigration law, corporate policy, and workforce strategy. He has designed comprehensive immigration policies for major employers covering sponsorship criteria, cost allocation and recoupment, and green card timing frameworks. This work requires not only technical legal expertise but also a deep understanding of the business and human resources considerations that drive corporate decision-making. Vic's corporate policy work has enabled clients to manage costs, reduce compliance risk, and establish consistent, defensible frameworks for their foreign national workforce while remaining competitive in recruiting and retaining critical talent.

Crisis Response and Emerging Issues

Vic is frequently called upon to advise clients during periods of regulatory uncertainty and political upheaval. Following the 2024 U.S. presidential election, he provided tailored risk management strategies to major employers navigating anticipated changes to H-1B, L-1, and permanent residency programs, including proactive filing strategies, compliance readiness assessments, and employee communication frameworks designed to maintain workforce continuity and employee morale. He has also advised clients on the emerging trend of improvidently issued Notices to Appear in removal proceedings, helping companies develop policies to manage these cases consistently while minimizing disruption to affected employees and their employers.

Mergers, Acquisitions, and Corporate Transactions

Vic serves as the strategic lead on immigration matters arising from mergers, acquisitions, and corporate restructurings. His role is to assess immigration risk at the business level, identify potential disruptions to workforce continuity, and develop creative solutions that protect the work authorization of foreign national employees while preserving deal value. Drawing on his deep understanding of how immigration issues interact with broader business objectives, Vic advises acquiring and target companies on structuring transaction timelines and integration plans to minimize exposure, avoid triggering USCIS scrutiny, and ensure uninterrupted work authorization for visa-dependent employees throughout the transition.

Immigration Policy and Advocacy

Vic is one of a small number of corporate immigration attorneys who operates at the intersection of law, policy, and government affairs. He is regularly retained as an immigration subject matter expert by trade associations, lobbying firms, and business organizations seeking authoritative guidance on the policy and legislative dimensions of U.S. immigration law. He is a member of the prestigious Alliance of Business Immigration Lawyers and routinely participates in U.S. Chamber of Commerce discussions on immigration policy matters affecting the business community, providing analysis and advocacy on regulatory and legislative developments that shape the environment in which his clients operate. This deep engagement with the policy process gives Vic and his clients a forward-looking perspective on emerging regulatory trends that purely transactional practices cannot offer.

National Profile and Thought Leadership

Vic is widely recognized as a thought leader on U.S. immigration law and policy. He has held numerous leadership roles within the American Immigration Lawyers Association, including Chair of the Business Immigration Committee and Chair of the USCIS Transformation Liaison Committee, and is an invited member of the Alliance of Business Immigration Lawyers. He has been interviewed on immigration issues by NBC Nightly News and quoted in The New York Times, The Washington Post, The Wall Street Journal, Forbes, and Bloomberg Law, among other major publications. He is a frequent speaker at national and international industry conferences and has been recognized as a Thought Leader in Corporate Immigration by Lexology Index.

Career

Prior to establishing Goel & Anderson in 1995, Vic served as a law clerk to the Honorable G. Marvin Bober, Associate Chief Judge, and the Honorable Stuart A. Levin, both of the U.S. Department of Labor, Office of Administrative Law Judges, in Washington, DC. These clerkships provided foundational expertise in administrative law, immigration law, and government adjudication that has informed his approach to regulatory defense and government relations throughout his career.

Since entering private practice, Vic has focused exclusively on corporate and employment-based immigration law.
