With over 30 years of experience, Valdir has expertise in corporate leniency agreements, corporate ethics, internal investigations, anti-corruption compliance, and regulatory enforcement proceedings. Additionally, he provides consultancy services to both the public and private sectors on transactions involving private enterprises and the government.
Prior to joining the firm (2017), Valdir served as Tax auditor for the Brazilian Federal Revenue Service for 29 years. He was also President of the Brazilian Social Security Bureau (2005-2007 and 2008-2010) and Special Advisor to the Minister of Social Security (2008) and Secretary of Finance of the Federal District (2011). Valdir also was Executive Secretary of the Ministry of Tourism (2011-2013), Special Advisor to the President of the Republic (2013-2014), Executive Secretary of the Office of the President of the Republic (2014), Chief Minister of the Comptroller General’s Office – CGU (2015) and Minister of Planning, Budget and Management (2015-2016).
Education: Valdir holds a Ph.D. in Rule of Law and Global Governance (2023) from Universidad de Salamanca. He also earned a Specialisation in Corporate Ethics & Compliance Management (2015) from the John Cook School of Business at Saint Louis University, and an LLM in Management and Management of Social Security Systems (2003) from Universidad de Alcalá. He completed a Specialisation in Business Law (1983) at Centro Universitário Toledo.
Academic credentials, speaking engagements etc.: Valdir is a professor, lecturer and adviser to several boards of directors. He is a member of the Superior Council of the Competitive Brazil Movement (MBC – Movimento Brasil Competitivo), of the Superior Council for Studies and Politics of the Federation of Industries of the State of São Paulo (FIESP – Federação das Indústrias do Estado de São Paulo) and of the Public Management Advisory Board of the Dom Cabral Foundation (Fundação Dom Cabral).Valdir is also the Vice-President of the IREE institute (www.iree.org.br). and Director of Ethics and Integrity at the Brazilian Institute for Self-Regulation of the Infrastructure Sector (IBRIC – Instituto Brasileiro de Autorregulação do Setor de Infraestrutura).
He is the co-author of various textbooks on corporate leniency agreements and has written numerous articles on anti-corruption.
As head of the Comptroller General ’s Office (CGU), he regulated the Anti-Corruption Law and established procedures for corporate accountability measures, compliance programs and leniency agreements. As Minister of Planning and Budget, he approved the Digital Governance Policy, developed a model for monitoring and evaluating public policies, and implemented the Federal Government's Risk Management Policy
