Although his passion is insurance law, over the years, Tomas has also developed a strong banking regulatory profile while dealing with complex regulatory matters of traditional financial market players and the fintech industry. The regulatory world is dynamic, always related to the bigger picture – transactions, competition law, disputes, government relations and Tomas is happy to navigate clients through all these fields.
Tomas began his professional career at the financial regulator, where he contributed to the development of the regulatory environment in Lithuania and the EU. In his legal career, he has remained deeply involved in major regulatory initiatives, including drafting the Insurance Law and the Financial Collateral Law implementing the ISDA Model Netting Act. Tomas also served as an expert on the Ministry of Finance ECOFIN team during Lithuania’s EU presidency, assisting with pivotal financial policy work.
Tomas has played a key role in some of the region’s most significant projects. These include the merger of Nordea and DNB, the merger of Baltic Securities Depositories, and financing an LNG terminal. His expertise has also been central to major insurance M&A transactions, such as PZU’s acquisition of RSA Baltic business and the cross-border mergers of If, Seesam, Ergo, and Aon Baltic entities, as well as acquisitions by Vienna Insurance Group and Gjensidige. Tomas has also advised on high-stakes insurance claims, including directors and officers (D&O) liability cases and air crash claims.
