Partner and co-chair of the International Trade Compliance practice, Tahlia advises on U.S. financial sanctions (OFAC), export controls (ITAR and EAR), and foreign investment regulations (CFIUS). Tahlia provides day-to-day counseling, assists with product classifications and export licensing, drafts and implements compliance programs, performs M&A and investment due diligence reviews, guides companies through the process of obtaining approval from the Committee on Foreign Investment in the United States (CFIUS), conducts internal and government-directed investigations and audits, prepares voluntary and directed disclosure submissions to government agencies, and litigates complex civil disputes. Lauded by her clients for responsiveness, practicality, and a “terrifyingly good” level of care and service, Tahlia’s clients also value the additional skills she brings to bear from her training in physics, chemistry, computer science, and complex litigation. Tahlia’s clients include international financial institutions, global hi-tech/defense/aerospace/electronics manufacturers, software companies, (re)insurers, venture capital, private equity, law firms, news media, universities, and foreign sovereign entities.
Career
Tahlia graduated from Yale Law School and clerked for two federal judges. Tahlia obtained a BSc Hons. in physics and chemistry, performed research in computer science at Carnegie Mellon University, taught at the Lauder Javne Jewish community school in Budapest, Hungary, and studied French, German, and Hungarian.
