Steve Campbell assists municipal, industrial, and commercial clients in regulatory, transactional, and litigation matters involving federal, state, and local energy and environmental laws and regulations.

Steve advises and represents large energy users in utility litigation and regulatory matters as well as policy development before the Michigan Public Service Commission and Federal Energy Regulatory Commission. This includes representing and advising clients on compliance and cost issues regarding utility costs and rate setting, data center siting, land use, litigation, and utility service issues, power supply cost recovery, renewable energy portfolios and energy waste reduction, demand response resources, interconnection of distributed generation and distributed energy resources, electric vehicle charging stations, PURPA qualifying facilities and utility avoided cost, and mechanisms to ensure resource adequacy in competitive retail areas.

Steve also represents and advises clients on environmental issues pertaining to project construction, development, and operations including administrative permitting and contested cases, procedural and reporting requirements, pollution liability protections, and brownfield remediation and redevelopment. He also advises clients regarding municipal zoning issues, including municipal jurisdiction and authority regarding local historic districts and the siting of renewable energy resources.

Prior to joining Clark Hill Steve served as an Assistant Corporation Counsel for the Charter County of Wayne, where he provided legal counsel to County Departments and Authorities in numerous areas of law including environmental, real estate, property, administrative, municipal, and economic development. As the primary Assistant Corporation Counsel for the Department of Public Services – Environmental Services Group, Steve assisted the County in litigation, contracting, permitting application, administration, enforcement and compliance, municipal finance, and federal and state loan and grant compliance concerning matters including sewage disposal systems, municipal separate storm sewer systems (MS4), soil erosion and sedimentation control, solid waste disposal, hazardous substance release and response, brownfield redevelopment, property assessed clean energy financing, drain matters, and utility easements and condemnation.
