Stefan specialises in UK extradition law where he represents requested persons and requesting states. He regularly appears at first instance and in the Administrative Court and will appear in the Supreme Court. He is adept at advancing technical challenges and human rights grounds, including fair trials issues, prison conditions and private life rights. He has recently successfully defended Belgian, Cypriot and Greek requests and has represented the Canadian and US governments. He advises on ancillary matters, including sentence transfer and applications to INTERPOL’s Commission for the Control of Files for the deletion of notices.
Stefan is an expert on post-Brexit cooperation with the EU. He sits on the Bar Council’s European Committee and is a UK delegate to the Council of Bars and Law Societies of Europe (CCBE). He advises on surrender/SIS II, mutual legal assistance, evidence admissibility and European Public Prosecutor’s Office (EPPO) investigations.
Stefan advises on UK sanctions law including SAMLA 2018 and the steps to challenge a designation decision, including information requests, ministerial reviews and court reviews. He can advise on criminal liability under SAMLA regulations and requesting a licence thereunder.
