Stefan’s expertise lies in extradition where he represents requested persons and requesting states. He regularly appears at first instance and in the Administrative Court and has appeared in the UK Supreme Court. He is adept at advancing technical challenges and human rights grounds, including fair trials issues, prison conditions and private life rights. He has recently successfully defended Belgian, Cypriot and Greek requests and represented the Canadian and US governments. He advises on ancillary matters, including sentence transfer and applications to INTERPOL’s Commission for the Control of Files.
Stefan is an expert on post-Brexit cooperation with the EU. He sits on the Bar Council’s European Committee and is a UK delegate to the Council of Bars and Law Societies of Europe (CCBE). He advises on surrender/SIS II, mutual legal assistance, evidence admissibility and European Public Prosecutor’s Office (EPPO).
Having been seconded to the FCDO (2023-2024), Stefan advises on sanctions law including SAMLA regulations and the steps to challenge a designation decision, including ministerial reviews and court reviews. He advises on criminal liability under SAMLA and licensing.
