Sheila Millar leads Keller and Heckman’s consumer protection regulatory practices and brings deep experience to a range of public policy and regulatory matters, including advertising and promotions, sustainability and environmental claims, connected products, privacy, cybersecurity, and product safety. She counsels U.S. and international businesses on compliance questions and processes, represents them in regulatory enforcement matters, and advocates on their behalf before federal and state legislative and regulatory bodies.
Sheila represents clients in enforcement investigations by the Federal Trade Commission (FTC), Consumer Product Safety Commission (CPSC), and state attorneys general, and in advertising proceedings at the National Advertising Division (NAD). She helps clients conduct a variety of compliance audits, and develop or refine regulatory compliance and data governance procedures. Sheila also provides crisis management legal support to U.S. and international businesses and serves as external counsel to several trade associations. She advises clients on compliance with federal and state laws, including the Consumer Product Safety Act (CPSA), Consumer Product Safety Improvement Act (CPSIA), Children’s Online Privacy Protection Act (COPPA), California Consumer Privacy Act (CCPA), California’s SB 343 regarding accuracy of recycling labels, and the Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54), to name a few.
Sheila is frequently invited to speak at conferences worldwide on U.S. and international regulatory compliance and public policy issues. She is the editor of Consumer Protection Connection, an information hub for businesses and others interested in staying current on consumer protection matters. Her commentaries, thought-leadership, and analyses are regularly published in industry and legal publications.
