Practice Areas
Roscoe co-chairs the Firm’s Public Policy Group and serves as a core member of the Congressional Investigations practice group. He has a decade of Capitol Hill experience advising three U.S. Senators and a Member of Congress as chief of staff, legislative director, chief counsel, and senior counsel and advising an Assistant Attorney General in the Justice Department. Leveraging that experience, he promotes and protects clients’ interests before the U.S. Congress and the Administration, providing services including lobbying, strategic counseling, coalition building, political intelligence collection, legislative drafting, and messaging development. Roscoe also advises on congressional investigations, assists clients in preparing to testify before Congress, and helps clients respond to major crises involving Congress. A member of the American Law Institute and Council on Foreign Relations, he has taught public policy courses at the Harvard Kennedy School, Yale Law School, University of Chicago Law School, and University of Michigan Law School.
